Cant Turn On Network Discovery In Vista

I am trying to share files between my laptop and desktop on my homenetwork but when i try to turn on network discovery or file sharing it says not an installed service. but i have checked all my running services and the network ones are started. If anyone has any ideas please help i would appreciate it. Thanx, John
