I have a room mate who is from Germany. He is wondering if he is able to purchase an external hard drive in the United States and purchase a European power cable for the hard drive when he goes back to Germany. Does anyone know if this is possible so he doesnt have to use a converter and any ideas where such a cable can be purchased? Thanks a lot.

Some, not all of the plug-in power supplies are "switching" power supplies. They will detect and change automatically. Try looking at the specifications page of the unit you're thinking about buying, or maybe emailing the mfg. Another alternative would be to purchase an after market unit that matches the power outputs of the original
