Useless computer

One of the computers in my office has been slow for a while but last week it suddenly would not let the user online. Our IT guy has tried everything with no results. It seems to have connectivity etc.
The next day or so it slowed down like I've never seen before. The mouse cursor takes forever to move across the screen. It takes over 5 minutes to print a 3 page document. I've run Adaware and spybot twice but it has not helped.
i've been told we need to reinstall the OS. I was wondering if a registry cleaner would work as well. Any help would be great.
