Disappearing Footer

I have a Word 2003 document. The first page is a title page. I want to insert a footer with the name of the document and page x of y. There is a page break on the title page. I insert the footer on the actual second page which I intend to be page 1 of the document. It inserts on that page but on none of the following pages. I searched and cannot find any section breaks. What could this be? Thanks.

Note: When I enter a new footer on the page following the footer appears through the rest of the document.
