Windows Xp Help

Iím using windows XP Service Pack 2.I connect to the internet through dial up connection. When I get connect to the internet the taskbar of my computer hangs. when the taskbar hangs the icons appear on the desktop and i can run them but i can't open start menu and also the programs in the system tray.

Could you describe what happens in a little more detail?
When the task bar hangs, can you still see it? Can you see your desktop icons?
If you try to run something from a desktop icon, will it load?
