How to Remove an Installed Program from your Computer.

If you manually removed If you manually removed WebSavings and only the entry is showing in Add/Remove, then its probably an orphaned entry. and only the entry is showing in Add/Remove, then its probably an orphaned entry.

For orphaned entries, you can download and use a third party program like MyUninstaller. Right-click on the program and use the option to "Delete the selected entry". Or to fix manually, read "How to Manually Remove Programs from the Add/Remove Programs List".
