Task Bar Missing, 100% Cpu Usage

My friend's computer has been acting up lately. Firstly it started with incredibly high ping rates, then moved onto something causing his CPU to use 100%. According to Task Manager, the three processes taking up all the power is "Discstreamhub.exe," "Diskupdatemgr.exe," and another "DiskupdateMgr.exe" Then his task bar ultimately disappeared and will not return, though if a thumbdrive is plugged it, the info bubble will still pops up where it would normally be, though now thumbdrives and USB harddrives do not work. A boot-time scan of Avast! gets nothing. Oddly enough, he can still connect to the internet and go through folders. Does anyone have any clue what might be causing this?
