Pc - No Video - Will Not Boot

Hi All, got no ideas on this one. Expect it may be a faulty motherboard. The PC switches on and the CPU fan runs. There is no hard drive activity or video. Tried changing the ram, video card (PCI & AGP), power supply, Cmos reset, but with no luck. Any suggestion appriciated.
