Is It Safe To Delete?

Hi, while browsing files from windows,i.ve noticed files from past downloads still hanging around...for example panda software which i've once used for an online malware scan,i want to know is itsafe to delete these?The thing is they are in system 32 and i am aware of consequences of deleting things from there but files from old downloads...is it safe?

It depends on the program and the files that are present. I would suspect that the Panda stuff is OK to delete - but as you said, it's a bit dicey when you delete things from System32.

So, here's the suggestion:
1) Make a folder on your Desktop called something like "Temporary Storage before Recycling"
2) Move (don't copy) the items from the System32 to the above directory.
3) Use the computer for a couple of weeks
4) If no issues pop up, then delete the files to your Recycle Bin. They'll stay in the Recycle Bin until you empty it (or until you force them out by deleting other stuff) - so you should get another couple of weeks out of that.
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
