Battery/power Problem

Okay, I've had my Toshiba Satellite laptop for awhile now. Oddly enough, when I try to use my computer, the battery discharges all the time, even when it's plugged into the wall! Do I have to get a new battery before it will work, and am I doomed to just have to keep constantly recharging my battery after its meager lifespan has elapsed? Also oddly, once it gets down to 4 percent, it stays there for quite some time before getting to 3% and therefore hibernating. Any ideas?

Get a new battery.

They really only last about 3 years max.
The only easy day was yesterday.
