Error Reading A Blank Dvd

I have a NEC DVD +- RW ND-3530A in a Dell 2400 windows XP
My dvd burner will read a dvd that has data from run or auto
The problem is when I try to burn or just check a disc I get
an message: d:\ is not accessible
Incorrect Function
Also when I open file on my computer ther is no format option.
any advice or help will be appreciated

The first thing I would try is to remove the burner in Device Manager reboot and let Windows redetect it and see what happens

I tried that , checked IRQ15, reset Bios

I know that this is an old thread but I do have the answer

Uninstall Nero INCD and reboot
That will fix it!
In the beginning there was the command line.
