Create A Log Of What A User Does

How can I create a log of what a user does on a PC?

I want to monitor what software is installed and virus scan results sent to me by email.
How can I do this?

You could try a logger so that you know what the user does. There is only one problem, ones that work are expensive and are removed by anti-spyware programs.
