No Sure If I Have A Malware Or Not

I have a windows xp that I am not sure what is going on. When I shut the computer down and restart it will boot up fine. On the task bar all my little program icons will keep going back and forth. If I point to or even go over any desktop icon it will open that program app 260 some times. After I close them all down the same thing will happen again 4 0r 5 times before I can get the computer to act normal. After I get it to quit doing it I have no problem. I just don't shut the computer down at all. I have tried to clean it, run virus scans, install a registary cleaner and have restored. Nothing has helped and I don't know what to look for in the registary or even if I want to. Not to sure what to do up there. Thank you for any help.

What type of anti-virus are you using? Have you performed any anti-spyware scans? Have you tried doing your scans in "SAFE MODE"? Are you doing scans while logged into the Administrator's account or an account with administrator privileges?

When did this start? Have you tried using System Restore to return to a previous state before your problems began?
