Click Start / Run / type in; services.msc
Scroll down to Security Center, and make sure it says Started under the Status column.

Also make sure Remote Procedure Call (RPC), and Windows Management Instrumentation are listed as Started.

Under the Startup Type column, they should be listed as Automatic.

I still can't get rid of the problem. Every time I restart my computer the security center goes from status automatic to deactivated.
