Can Connect To Internet But Can't Browse

I am able to get to my homepage (MSN) but when I try to browse the screen just flashes and stays there. I have tried all kinds of scans but comes out clean (safe mode). Ran hijack this and thought I had removed possibilities but still not able to browse. Tried to uninstall IE but it does not let me. Tried downloading FireFox but can't reach that site. I am running windows xp sp2. I would appreciate any help.
