Down And Upload Speeds

I recently checked my download and upload speeds on speedtest.net and found that my numbers were slightly confusing to me. I wanted to see what exactly I was getting for the price I am paying. I was wondering if someone could answer some of my questions.

My Speeds tested as follows:

DOWNLOAD SPEED - 4738 kb/s | UPLOAD_SPEED - 46 kb/s | LATENCY - 290 ms

My first question is should my upload be this slow. It seems that if my download speed is in the thousands my upload speed should at least be in the hundreds. My second question, Is my ISP blocking high upload speeds to save download bandwidth (Stopping P2P connections from going faster).

What sort of speeds are you paying for?
What kind of connexion do you have (cable or DSL, for example)?
Did you run the test several times a different hours?
Whereof one cannot speak, thereof one should be silent.
