Tv Tuner Problems

I have an AverMedia M780 PCI-E TV Tuner card. I tried using the card with Vista's Media Center. After a few minutes, the picture freezes or repeats the last half-second with a squeaking sound mixed with nomal audio. I tried using SageTV and encountered the same issue. I have also tried changing the MPEG codec with no change. The only thing that works is the AVer MediaCenter. The image doesn't freeze but it flickers occasionally especially if I click the mouse or do other activities on the computer. When it happens, the top half of the channel is duplicated and moves to the bottom. Is there anything I can do to fix the problems?

I fixed the problem, apparently CPU Power Throttling doesn't work well with my tuner. Returning both power states to 100% seems to have solved the problem.
