Efs Strange Problem

Hello PPL I Hope That I Can Get This Fixed As In My Network (It's A Workgroup And Not A Domain) There Is One PC Who's Encrypting Files Randomly After A Period Of Time Using EFS And I Cannot Decrypt Them !! Or Access To My Files !!
All I Want To Do Now Is To Disable/Remove EFS From Being Active And Operate, How I Can Do That ? I Found Some Results That Let You Disable EFS While You're On A Domain But I Don't Have A Domain

Any Help Would Be Appreciated
