Is it any one particular file type that isn't smooth? Or maybe one particular program?

It could be because of traffic shaping or something.

You will experience traffic shaping if you exceed your download limit. usually they cut your speed down to dial-up speed or 54kb/s

Or you might have recently down-graded your internet speed?

This happens because you are viewing the video on the internet faster than it can be downloaded, so it has to pause, and download some more so that you can watch it.

You also might want to try re-installing/downloading the latest flash player.

Do you connect to the internet using a router? If so you could just have too many machines on your connection. And to clarify. this only happens when you try to view streaming videos on the internet?
