It's the email scanner for Mcaffee anti-virus
Why it's scanning if you're not sending/receiving email I don't know. Check you settings

If it is McAfee, try uninstalling it. I'd suggest installing one of the free antivirus programs available on the web instead ( I use AVG Free: http://free.grisoft.com/doc/5390/us/frt/0 ). If you insist upon using the McAfee, then reinstall a freshly downloaded copy rather than the copy from your system or a CD/DVD to prevent this issue from recurring.
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.

- John  (my website: http://www.carrona.org/ )**If you need a more detailed explanation, please ask for it. I have the Knack. **  If I haven't replied in 48 hours, please send me a message. My eye problems have recently increased and I'm having difficult reading posts. (23 Nov 2017)FYI - I am completely blind in the right eye and ~30% blind in the left eye.<p>If the eye problems get worse suddenly, I may not be able to respond. If that's the case and help is needed, please PM a staff member for assistance.

MacAfee has a help article addressing this issue and it appear that it will be solved when 2008 releases later this years.

The McAfee process EMPROXY.EXE spikes CPU usage to 100% when NetZero, or a P2P program, is installed.

Edit: I have to agree with John. I would uninstall and go with AVG Free Edition.
