Windows Task Manager

Hello,
Something rather strange has happened to my computer. When I go to windows task manager only the square that tells me what is
running comes up. The title bar doesn't show. This means I cannot close the task manager when I have pulled it up onto the screen. The only
way I can get rid of it is to reboot. I have now disabled the task manager in the registry but its a programme I use quite a bit. Can anyone
advance any cures or theories why this has happened??

Open the Task Manager, and double-click anywhere along the border.

Did the tabs to view what processes are running re-appeared?
