Note Microsoft Network (MSN) Hotmail no longer lets you use Outlook Express to access free e-mail accounts. If you want to use Outlook Express to access your MSN Hotmail account, you must have a Hotmail Plus account.

While Hotmail allows you to import contacts, there doesn't appear to be any way to export them.

Once you have configured Outlook Express, follow the instructions in How to export a Hotmail address Book to a Microsoft Outlook Express address Book.
