Display.exe Error On Start Up

I have window XP and when I startup my computer while on the welcome screen an error message will pop up. It is an display.exe error. Sometimes tho this message will not pop up and when it does not it takes me to my desktop but nothing pops up. No start bar and no icons. Can someone tell me what is going on?

Do you have APC PowerChute installed on your computer? If so, try uninstalling it in Safe Mode.
