Is The Fan Of Ati Radeon X1650 Pro Supposed To Be Totally Silent?

I purchased a Radeon X1650 Pro by ATI Technologies yesterday but the fan is so noisy (WHETHER I AM PLAYING GAMES OR NOT) so I called the tech support. The tech support guy says if it's that noisy I should exchange for a new one. So that's what I did today. I exchanged for a new Radeon X1650 Pro and installed it on my computer. It's way better than the first one (if the first one's noise is big, this one's is about medium.) I called the tech support again, the guy says if it's not as loud as the first one, it should be OK. Is X1650's fan supposed to be totally silent? Or is there a way to control the fan's speed at the ATI Control Center?

My computer's specs:

Shuttle's XPC (SS56L)

RAM: 1.2 GB
OS: Vista Home Premium

As long as it's turning when the computer's on you should be fine. I don't think the card fans has a speed control
