Have you installed any new programs recently? and what is it?
What have you downloaded?
Have you ran your anti-virus through your computer?
Have you tried doing Add/Remove in safe mode?
Have you scanned for malware?

Still no luck with it? Alright, have you set any local policies on the computer that has affected you as the computer administrator? Also download tweakui from microsoft and check to make sure the add/remove button is ticked so it shows up in Control Panel.

Download TweakUI first and see if it is Checked. Try use regcleaner which cleans your registry, ccleaner can do that also.

Let us know how you get on.

Try Kelly's Korner.

Remove Add or Remove Restrictions - #208 on the right.

Right click on it and save the .reg file to your desktop. Then, double click on the file icon (on your desktop) to merge it into your registry. You may need to reboot your computer for the changes to take affect.

As this is a registry edit you should backup the registry first.
