Hello Angie and  to Bleeping Computer.

A lot of these "The Application Failed to initialize properly" errors are the result of the .NET Framework either not being installed or the installation is corrupt. Go Start > Control Panel > Add/Remove Programs and make sure the Show Updates box at the top is checked. Then search for an entry called:

Microsoft .NET Framework 2.0

If it is there remove it. Then go to this site and download a fresh copy of it. Install it, reboot and then see if your problem has been solved.
