Unable To Fetch Headers In Inbox For <user_name>

I have Outlook 2000 SP3 running on a 3rd party e-mail server in a small coporate environment. Users get "Unable to fetch headers in Inbox for <user_name>......." when they click on send/receive button on Outlook toolbar.

Anyone know what such an error message means and how to fix it?
