SPBBCSvc.exe is Part of Symantec Internet Security Suite.
ccEvtMgr.exe is Part of Norton AntiVirus 2003. Event manager for scheduling weekly scans and or automatic virus updates. Used to start automatically via "ccApp"

So your issue is related to Symantec. Try turning off your Symantec products and restarting them. If you still have the issue it may be malware related. You can also check the symantec knowledge base for information.

The Internet is so big, so powerful and pointless that for some people it is a complete substitute for life.

Could be your Norton products are corrupted and need to be reinstalled - or it could be that your system doesn't have enough resources to keep Norton from hogging everything. What are your system specs? (CPU, memory, etc)
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
