Hello wendee and  to Bleeping Computer.

What did you use to "clean" your hard drive?

If it won't re-install I would suspect that your Windows disk is damaged or scratched. Try cleaning the disk with a soft clean cloth and then try the re-installation again.
The power of accurate observation is commonly called cynicism by those who haven't got it.
