Windows Will Not Start, Bsod

My household had a power surger about a week ago and it nocked a lot of stuff off including both of my computers that I built. My main pc still works fine, but my other one has acted very odd since the surge. At first I could get the computer to start and load windows. Then a few days later Windows wouldn't even start. Right before windows should be starting after its loading screen, there is a BSOD but it flashes too fast and I can't get any info off of it.

What is there that I can do?

A couple of questions for ya:

What version of Windows Are you Using?
Have you Tried/Do You Know How to start in Safe Mode?

the version is windows xp home edition

And I do know how to start windows in safe mode and that is unsuccessful. Once it reaches the point where it should start windows it just reboots.
