Have you tried starting the service manually by going to Start...Run...and typing in "services.msc" (without the quotes) and pressing Enter?

What error message do you get when trying to start the service?
Have you ensured that the dependent services (in the Dependencies tab) are running?
Have you checked your Event Viewer (Start...Run...type in "eventvwr.msc" (without the quotes) and press Enter) for error messages related to this issue?

EDIT: The durned beta for my Virtual Machine expired, so I had to uninstall it, then reinstall the latest version, then load my XP VM, then get it updated, then check services.msc, and then repair my internet connection! Phew! Anywhoooo....the only dependency that my system shows for BITS is the RPC service - so ensure that that's running also.
