My current sys specs are

mobile AMD Athlon XP-M 2800+
2.13ghz, 512mb ram
nVIDIA GeForce 6200 256mb oc

I was wondering if it would be possible to overclock the mobo without annihilating the computer (which I did once before with a previous motherboard when i tried to increase it 33mhz and fried a stick of ram in the process)

Just wondering because my parents refuse to buy any new parts or anything like that and I'm broke.

You can't overclock the motherboard but you can overclock the CPU, RAM, and your graphics card. As you have already discovered if this isn't done properly you can have some bad results, if you are serious about doing this I would suggest that you start googling for information so that you have a firm understanding of what you want to overclock, why, and how. This link should get you started on the right track.
