I Think Someone Has Hacked My Computer

I'm afraid that I don't have a very good idea of what I'm doing. I don't even know if this is where I'm supposed to post this, but somsone told me I could get help on this forum. Please tell me if this needs to be posted elsewhere.

My brother's computer has been hacked. It's almost as if there is another person actually on his computer at the same time. There are two mice, one my brother uses and the other the hacker uses. The hacker can control and access everything. If my brother pulls up firefox, he closes it. He is also talking to him through notepad.

Advice and suggestions would be much appreciated. Thank you.

a FEW QUESTIONS :

1) Which operating system
2) What kind of safety precautions ( firewall antivirus) does he has
3) If you do CTRL ALT DEL which processes are active
For these steps please disconnect from the internet
4) Can you provide a list of programs which are installed
