Any chance those popups are titled "Messenger Service"? If they are ... that is windows Messenger service spam!

You don't need the tool that site offers. We'll fix it ourselves.
Check the following please:
click start> run> type services.msc
and hit enter.
The service configuration window opens.
Scroll down to Messenger Service
Double click it to bring up properties.
Use the pulldown arrow beside "startup type" and set it to disabled
Apply & OK changes.
Exit the services window.
No need to reboot since we stopped it.
Let me know if this stops those popups.
