How can I take a music CD (playable on CD players) and have it so, when I plug it into my computer, it autoruns and a UI pops up with a list of all the songs and it starts to play them as the mouse moves over them?

I suppose there are any number of ways. Have you ever programmed anything before?

What you want to do is pretty hard core programming, so yeah, if you have never programmed anything, then you have a lot of learning to do.
