Vpn Connection Issues And Isp's

I have a few outside sales guys who log into our network via vpn and everyday they have connection issues saysing the ms exchange server is not avail. and sometimes the vpn will not connect. Any suggestions?

Also I heard that with some ISP's (ie: bellsouth and others) that they dont like when users try to connect via a vpn, is this true? Is there something a user has to do to allow a vpn to stay connected.
