Screws Up When Restarting

Hi, working on a AMD 800 mhz, 384 ram.
After fresh install of xp, kept getting clock reset and cmos errors. Replaced battery. All good, except
now when i click start, turn off, restart, it shuts down, and sounds like its restarting, but nothing on moniter. Have to shut off
manually. Then boots up fine.
Any ideas????

After the fresh install did you reload the drivers the came with the computer and/or motherboard? Sometimes you can have some issues. Check for any yellow exclamation points in Device Manager

no didnt reload drivers, old comp, he doesnt have the disks. But no problems in device manager.
