The World of Webcams site has had problems over several months.

From their site:

06/04/2007 - Thanks to the bot jockeys we've had to make the guestbooks members-only. This also was the root cause of all the down time in the last few days, it took a bit of work to get to the bottom of it. Thanks to all the comment link spammers of this world for hammering our servers with up to 200 comment spam entries per *second*. This fix should make the servers reacheable again with their normal speed, we'll think about what we can do to avoid this kind of problem in the future whilst keeping the guestbooks accessible to everyone.

There may be current problems also?

I would suggest you follow the instructions here > Preparation Guide For Use Before Posting A Hijackthis Log to see if you can begin to clear up the problems.
The only easy day was yesterday.
