What is control.exe?
Control.exe is the launcher for the control panel .cpl files. Each individual control panel icon has a corresponding .cpl file located usually in the Windows or System/System32 directories. When running launching a .cpl file, it is control.exe that actually opens the control panel. Starting control.exe, by itself with no .cpl file as an argument, will open up the actual Control Panel.
