Their end user license agreement, which can be read when installing their products, indicate that these are Clickspring, the makers of Purityscan, products and are bundled with the Outer Info Network Client, or OIN client.

Purityscan and the OIN client are adware programs that deliver advertisements through toolbars and popups. These advertisements may be served even when you are not connected to the Internet.
