Something is corrupted on the system (Norton should have an uninstall button) - so first I'd suggest an online scan for viruses/malware:
Here's a couple of free ones:
http://housecall.trendmicro.com
http://safety.live.com (It requires IE, and it'll say it's not compatible, but will give a link to the OneCare scanner).

its pretty much a fresh install of vista so theres no spyware on the machine or anything like that
however
i came across this

more then one person is having this problem with it
it might have something to do with a windows update someone did mention that reinstalling the programs that u cant uninstall fixes it but thats such a pain I dont really need to remove the programs that dont have the button but it just kind of annoys me.

I did however find out that reinstalling the applications puts the information back in there for uninstalling the applications
it for some reason lost the data of the developer and install date on all the applications that no longer have a button so any program I installed after 7/6 has the button and the programs that I installed previous to 7/6 dont have a button to uninstall. Very weird

I'm running Vista Ultimate and have this same perplexing problem. I've googled my way through the web without much success. Obviously, something has caused the Uninstall/Change button to be removed from Programs and Features. I just hope Microsoft will find a solution to this problem soon.
