BleepingComputer.com: Outlook Security Alert

When ever I click on a link in an email I get a message saying “Microsoft Outlook – This operation has been canceled due to restrictions in affect on this computer. Please call your system administrator.” This just started last week and I don’t think I changed anything. I’ve been through Outlook and Explorer and I can’t find any way to get rid of it. I've reset my security to defaults. I'm running XP Pro w/ SP2 and Outlook 2003
