Booting Into Safe Mode All The Time Normal mode boots into safe mode

I have just recovered from a virus, and seem to have everything back to normal except the startup. The startup always boots into safe mode now. If I use MSConfig and select "Normal startup" and then look at the "Boot" tab, "Safe Boot" is selected. Unchecking the "Safe Boot" results in the "Selective Startup" tab being checked. I cannot get the "Normal Startup" selected without the "Safe Boot" selected. When booting into "Selective Startup" everything is fine. Any thoughts on how to recover from this? With windowsXP I would look at the boot.ini file, but no luck with Vista.
