Explain what you need to do and any and I can explain what needs to be done to get it working. Usually its a software that opens the udp port, and you need to allow it through your firewall

Someone asked me to open UDP port 42240 42496 for stuff like internet phone but no further information/instructions given to me then.

As long as you have no firewall and the program running on your machine the ports should be open. Are you using a firewall? If you are you will need to open the ports so the firewall allows traffic in for them
