Have you tried to create the account manually? Are you sure that the account is properly named (in some cases, if you've changed the account name in the past, the old account name would remain in the directory structure even though you'd be able to use the new name).

Yes, tried manually. I,m not sure what the proper name is. Can I find out or search for user name?

Look in the old C:\Users directory for the name.
