If it is located at, C:\WINDOWS\system32\ctfmon.exe, then it's a legitimate file.
Anywhere else, and I'd be worried. Additional information on ctfmon.exe: QUOTE What Does the Ctfmon.exe File Do? Frequently asked questions about Ctfmon.exeCtfmon.exe monitors the active windows and provides text input service support for speech recognition, handwriting recognition, keyboard, translation, and other alternative user input technologies. If you don't use this service, then it's OK to stop it from running at Startup. See the above link, on how to disable Ctfmon.exe from running at startup.
