Ie7: The Website Declined To Show This Webpage

For a couple of days have been coming up against this error message. My understanding is that IE7 can find the page but does not have permision to open it ..... HTTP error 403 .... This is fruustrating as I need to download some MS patches to overcome some update issues that are causing conflicts with my hardware drivers (issue that others have elswhere on this site). Can anyone help?
