Cannot Access Citibcards.com Url

I am not able to access citicards.com or citibank.com from my pc with IE 6. I have gone through their tech help as well as my ISP, but no help. I have seen online that I am not the first to have this problem, but I can"t find a fix. I can access fine from my laptop and xp, but not my pc. This is a fairly recent problem as I have accessed fine in the past. The closest thing I can find is that there must be an entry in my hosts file, but I can't find my hosts file except for hosts.sam and lmhosts.sam. It is more of an a nuisance than a real problem, but I still would like to fix it if you know what I mean.

Have you deleted the cookies and temporary Internet files yet?
CCleaner does a great job of that
www.ccleaner.com
Run the cleaner then have it fix all issues as well
See if that helps

I installed and ran ccleaner and had if fix issues-mostly missing dll files, but still no help.

Look in Control Panel - Internet Options - both the Security & Privacy tabs. Make sure that everything is set to medium.
Aslo make sure that it is not listed in Restricted Sites

Believe me, I have done that literally ten times and have even put it in the always allow site.

Try clearing your Rcache. Start> Run> cmd> ipconfig /flushDNS

Don't think I got flush to work. I got as far as ipconfig and then it would tell me bad command. What exactly do I type for the dns flush?

Type the command "ipconfig /flushDNS" and press enter.

But Acklan, the poster is running 98 or ME.
Your post does not work with that.
What you posted is XP only.

At this point I woud take a look at the host file.
thats hosts.sam.
Open it in notepad
The only entry that should be there is 127.0.0.1

My apologies. I made a mistake. He is right the ipconfig /flushDNS command does not apply to 9x\ME

The hosts.sam says it is a sample hosts file. Here is what is in it:

I can't find any hosts file that does not have .sam or .bak in it except fro spybot's hosts.sbs

Could a firewall be blocking access?
That is possible.

Try booting Safe Mode with Network Support.
That should allow a basic Internet connection.
See if it works then

Try the Opera browser. It runs quite well on my 98SE setup. If you can connect using this then the problem may be with IE.

It just keeps getting worse. In safe mode my mouse does not work. I have tried two different ones and they just don't function in safe mode. I did try system restore several more times and all restore points I tried failed. I will try the opera browser if I can ever get it downloaded (very slow and I am using DSL and you would think I am on dial up).

I downloaded and installed opera as a backup browser and tried to access citicards.com and it could not get it to come up either.
