BleepingComputer.com: Website Software Recommendations?

I am looking for freeware, or low cost (50 bucks or less) software with a trial period that is decent for making web pages. If the software does well for me during the trial period I will definately buy it, I am not looking for freebies really, just low cost since my needs are small.

I am hoping whatever software someone could recommend has templates or predesigned sites I could use...
