On my single-user Vista Ultimate PC,
my menu is found here:
C:\users\John\AppData\Roaming\Microsoft\Windows\Start Menu
Since I don't have a second user, I'm not sure I can test this,
but I also have a
C:\users\default\AppData\Roaming\Microsoft\Windows\Start Menu
too. It doesn't have a "startup" folder, but perhaps one could be added?
Dunno.
Maybe it's worth a try?

even better -
Click the "Start" button, Click "All Programs" then right click the "Startup" folder.
Notice one of the options is "Open All Users".
Select it, and try putting the shortcut to the program you want to run for all users there.
Let us know if this works, OK?

I freaked out for a minute then decided to go looking for it. Now After several minutes of searching, it is done, i have found the StartUp Folder, and here is how to navigate to it:
C:\Users\Your_Name\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup // For individual users
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup // For all users
But instead of Your_Name, please put in your log-in name. // Dur
Here is how the miracle happened. And how to get there yourself:
1) Must be administrator (to change anything in there)
2) Click on the Start Button (Evil Windows Vista Logo bottom left)
3) Click on All Programs
4) Scroll down to a folder called StartUp
5) Right-Click on the folder and move your mouse up to Explore
6) There you go, you now have the folder opened up for your editing convenience.
Note*: Yes Explore All Users opens up the start up folder for all users.

The "All Users" startup is now replaced by this: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup
